Civic Education for Future Indonesia Leaders (CEFIL) course

SATUNAMA in cooperation with Konrad Adenauer Stiftung (KAS), held Civic Education for Future Indonesian Leaders (CEFIL) at the Basic Level in SATUNAMA’s Training Centre. The 32 participants (6 females and 26 males), come from several civil society organizations from North Sumatra, Jakarta, Yogyakarta, West Java, Central Java, East Java, Central Borneo, South Celebes, and West Papua.

At the CEFIL training held from April 26 to May 1, 2010 several highly qualified persons presented including Raymond Toruan (senior journalist, previously The Jakarta Post editor in chief), Ichsan Malik (UI lecturer, founder of Institut Titian Perdamaian), Hardono Hadi (SATUNAMA), I Gusti Agung Putri Astrid Kartikasaat (ELSAM director), M Fadjroel Rachman (Pedoman Indonesia), and Bahruddin (Qoriah Toyyibah).

CEFIL are regular courses that have been held by SATUNAMA since 1997. They aim to develop and support democratic civil society leadership so as to improve equity and prosperity for Indonesia’s people. The subjects covered in the course were universal values such as human rights, democracy, modules and instruments of economic globalization, civil society, conflict management, social analysis and mass organization; thus teaching the participants how best to be a democratic leader.

”The participants come from many different cultural backrounds and geographic locations, so interactions between them also help develop greater understanding and tolerance of diversity and the importance of pluralism.” said Metta Yanti, Head of Capacity Building Division.

She also added that CEFIL training uses adult education methods where participants are interactive and are encouraged to give their opinions. The participants also learn about the material from several games that were designed for this course. There are special games designed for this training which help the participant have a deeper understanding about the issue. All sessions are facilitated by SATUNAMA staff that have several years experience in developing adult education methods.

CEFIL always aims to include a case study about the latest topical issue. In conflict management session, as an example, the participants learn and discuss about conflict actors, analyze the main problems, assess conflict triggers and accelerators, and vulnerable groups in Tanjung Priok turmoil ???. “A leader has to understand how to understand, map and finish conflict. It is better if he/ she could prevent a turmoil by detecting conflict acceleration, facilitating and empowering the vulnerable groups, and identifying the functional actor,” said Ichsan Malik a lecturer in Conflict Management at UI??

Petrus Taliabo, an instructor in Fatima Nursing Academy, Pare-pare, South Sulawesi said that he was attracted to this course in order further his knowledge about community dynamics. ”Each semester, students in our campus take community programs. They go to the communities and see about health problems to create a counseling program. As a facilitator, I have limited knowledge about collecting data in the community. There are many materials that I could apply.”

SATUNAMA bekerjasama dengan Konrad Adenauer Stiftung (KAS) kembali menyelenggarakan pelatihan Civic Education for Future Indonesia Leaders (CEFIL) basic level di Balai Pelatihan SATUNAMA, JL Sambisari no 99, Dusun Duwet, Mlati, Sleman, Yogyakarta. Pada pelatihan kali ini, ada 32 peserta (6 perempuan, 26 laki-laki) yang berasal dari berbagai organisasi masyarakat dan LSM dari Sumatera Utara, DKI Jakarta, DIY, Jawa Barat, Jawa Tengah, Jawa Timur, Kalimantan Tengah, Sulawesi Selatan, dan Papua Barat.

Pelatihan CEFIL yang berlangsung dari tanggal 26 April hingga 1 Mei ini menghadirkan para pakar yang berpengalaman dalam bidangnya sebagai narasumber. Mulai dari Raymond Toruan (jurnalis senior, mantan pemimpin redaksi The Jakarta Post), Ichsan Malik (dosen UI, pendiri Institut Titian Perdamaian), Hardono Hadi (SATUNAMA), I Gusti Agung Putri Astrid Kartikasaat (Direktur ELSAM), Bachruddin (Qoriah Toyyibah), dan Panut Susanto (Bank Sampah Bantul)

SATUNAMA menyelenggarakan pelatihan CEFIL sejak tahun 1997. Pelatihan ini muncul berdasar keyakinan bahwa kepemimpinan masyarakat sipil yang demokratis merupakan pilar bagi terbangunannya masyarakat adil dan sejahtera. Materi-materi pelatihan seperti demokrasi, globalisasi, hak asasi manusia, partisipasi, masyarakat sipil, kepemimpinan, analisis sosial, resolusi konflik dan pengorganisasian; akan membekali peserta menjadi pemimpin masyarakat sipil yang demokratis. ” Latar belakang peserta yang multikultur mempengaruhi proses pelatihan. Mereka akan belajar mengenai perbedaan saat berinteraksi dengan peserta lain,” kata Metta Yanti, Kepala Divisi Capacity Building. Ia juga menambahkan jika pelatihan CEFIL menggunakan metode pendidikan orang dewasa dimana peserta dituntut untuk berpartisipasi aktif dalam setiap kegiatan. Peserta juga belajar mengenai berbagai isu melalui berbagai macam permainan yang didesain khusus untuk pelatihan ini.

Salah satu sesi dalam pelatihan ini adalah Manajemen Konflik. Peserta mendapatkan berita-berita di koran mengenai kasus kerusuhan Tanjung Priok. Mereka kemudian mendiskusikan mengenai apa saja yang menjadi inti, pemicu, serta akselerator dari konflik tersebut dan siapa saja aktor yang berperan dalam kasus tersebut dan kelompok mana yang rentan menjadi korban. “Seorang calon pemimpin harus paham cara memetakan dan menyelesaikan konflik. Akan lebih bagus lagi jika ia mampu mencegah sebuah konflik dengan cara mendeteksi komponen yang bisa menciptakan konflik dan menguranginya,” tutur Ichsan Malik yang juga staf pengajar di S2 Manajemen Konflik UI.

Petrus Taliabo, pengajar di Akademi Keperawatan Fatima, Pare-pare, Sulawesi Selatan mengaku bahwa ia tertarik untuk mengikuti pelatihan ini untuk menambah pengetahuannya mengenai kondisi masyarakat. ”Tiap akhir semester, mahasiswa-mahasiswa di kampus kami mengambil program komunitas di masyarakat. Mereka melihat masalah-masalah kesehatan lingkungan untuk nantinya membuat program penyuluhan. Sebagai pendamping, saya merasa pengetahuan saya mengenai cara mengambil data di masyarakat terbatas. Ada banyak materi dari pelatihan ini yang nanti bisa saya terapkan.”
