SATUNAMA Assistance in Bangkalan District, Madura

Since 2008, SATUNAMA has been implementing a Nurturing Democracy through Interfaith and Intercultural Coperation (NDIC) program. “The State has the responsibility to fullfil our citizens rights. When the state does not support economic, social, and cultural rights to its citizens, civil society needs to ask for them. Sometimes the community doesn’t understand what these rights are and why it is critical to recieve quality education, community organisation, and public policy advocation,” said Insan Kamil, the program manager.

After this program was held in Gunungkidul and Banyuwangi, they expanded their assistance to include Bangkalan District, Madura. The program started with an assessment in February 2010 by Z. Samuel Sem from SATUNAMA and Eric Hiariej from Gadjahmada University. They found that Local Government, represented by the regent, was dominating with the parliament and the people helpless in facing the ruler. The paternalistic culture aggravates this condition and opens many opportunities for civil rights violations.

SATUNAMA works towards strengthening community activists with critical education and training programs. on social, economic and cultural rights. “These trainings contain discourse about democracy, transparency and good governance. We hope that in the future this will raise important awarness of and commitment for communities to organize themselves in social justice. Local activists that become alumni from the trainings have created a new organization: the Democratic Anchor Movement (Jangkar Pergerakan Democratic). In the future, this organization will strengthen the community in grass roots and public policy advocacy,” added Insan Kamil. He also said that to strengthen civil society in Bangkalan, several JPD member were sent to Jogja for training including Civic Education for Future Indonesian Leader (CEFIL), and Organizational Development (OD) in the SATUNAMA training centre, Yogyakarta, and Living Value Education training in Garut.

The program is now focusing on identifying and working with more community organizers in each sub district that will then be the contact for JPD. Gender equality is also a crucial aspect of this program with women as a major target group in each activity. However, this is a challenge, especially in Bangkalan where it is still taboo for a female to be involved in any public activity. Pendampingan SATUNAMA di Kabupaten Bangkalan, Madura
Sejak tahun 2008, SATUNAMA memiliki program Nurturing Democracy through Interfaith and Intercultural Coperation (NDIC). “Negara berkewajiban untuk memenuhi hak-hak warga negaranya. Saat negara tidak aktif memenuhi hak ekonomi, sosial, dan budaya warganya, masyarakat sipil perlu menuntut haknya. Hal ini bisa dilakukan dengan cara pendidikan kritis, pengorganisasian masyarakat dan advokasi kebijakan publik, karena banyak dari masyarakat yang tidak memahami posisi mereka sebagai warga negara.” tutur Insan Kamil, Manajer Program NDIC.

Setelah sebelumnya program ini dilaksanakan di Gunung Kidul dan Banyuwangi, pada tahun ketiga, NDIC yang berubah menjadi program penguatan masyarakat sipil memperluas wilayah dampingan ke Kabupaten Bangkalan, Madura. Program dimulai dengan assesment pada bulan Februari lalu oleh Z. Samuel Sem dari SATUNAMA dan Eric Hiariej dari Universitas Gajah Mada. Kegiatan tersebut menemukan bahwa Pemerintah Daerah yang direpresentasikan oleh Bupati sangat dominan dan otoriter, sehingga Parlemen dan aktor-aktor non negara tidak berdaya menghadapi kekuasaan. Pandangan dan sikap paternalistik masyarakat yang sangat kuat memperparah kondisi ini dan membuka jalan terhadap terjadinya pelanggaran hak sipil, politik dan sosial ekonomi masyarakat.
SATUNAMA kemudian berusaha memperkuat aktivis di golongan menengah dengan cara melakukan pendidikan kritis. Salah satunya melalui dua kali pelatihan mengenai Hak Ekonomi Sosial Budaya. “Pelatihan tadi berisi wacana demokrasi dan Hak Asasi Manusia. Kami berharap akan muncul kesadaran kritis dan komitmen untuk mengorganisir diri dalam melakukan pembelaan HAM dan Demokrasi. Sejauh ini, aktivis-aktivis lokal yang menjadi alumni pelatihan membentuk organisasi bernama Jangkar Pergerakan Demokratik (JPD). Ke depannya, organisasi ini akan melakukan pendidikan kritis di tingkat masyarakat akar rumput dan advokasi kebijakan publik,” tambah Insan Kamil. Ia juga menambahkan untuk menguatkan masyarakat sipil di wilayah Bangkalan, beberapa anggota JPD dikirim untuk mengikuti pelatihan pengembangan diri. Seperti Civic Education for Future Indonesian Leader (CEFIL), dan Organizational Development (OD) di Balai pelatihan SATUNAMA, Yogyakarta dan pelatihan Living Value Education di Garut.
Saat ini, kegiatan program berfokus pada memperluas community organizer di tingkat kecamatan yang nantinya akan menjadi kontak-kontak JPD. Program juga berusaha supaya kegiatan-kegiatannya melibatkan kaum perempuan. Hal ini merupakan tantangan karena di Bangkalan masih ada tabu bagi perempuan untuk berkegiatan di muka umum.
